18 September 1991 is the date of foundation of the Republican Theoretical and Practical Centre of Fire Safety of the Principal Fire Department of the Ministry of Internal Affairs of the Republic of Belarus. Now it is called the Republican Centre of Certification and Expertise of Licensable Activities of the Ministry of Emergency Situations of the Republic of Belarus.

The areas of activities of the institution are:

- certification of products and goods (work and services) as for their conformity to fire safety regulations;

 - expert appraisal of the ability of legal entities and citizens, who carry out entrepreneurial activity without forming a legal entity, to carry out activity in the field of fire safety;

- publishing.

The purposes of activity of the institution are:

- organisingand carrying out work on certification of product conformity to fire safety regulations;

- organisingand making expert examination of licensable activities in the field of fire safety;

- participating in elaboration and implementation of state policy in the field of certification and licensing;

- analytical and informational support of activities of the bodies and subdivisions of emergency situations of the Republic of Belarus in the field of certification and licensing;

- creating, usingeffectively and developing the potential and the material and technical base of the institution;

- performing functions in the field of fire safety, as well as other activity, which does not contradict the legislation of the Republic of Belarus.
